READING
Genesis 12:3
GOD said:  I will bless those who bless you,
And I will curse him who curses you;

And in you all the families of the earth shall be blessed.”

Genesis 27: 29
Let peoples serve you,
And nations bow down to you.
Be master over your brethren,
And let your mother’s sons bow down to you.
Cursed be everyone who curses you,
And blessed be those who bless you!”

God's SUPPORTING WORDS:
Exodus 23:   22, 24-25-28.  "Enemy" through the passages = those who attacked.
God speaking to His people Israel as they wandered from the desert toward the Promised Land,  concerning nations ahead of them who not only worshiped idols but killed children as part of their rituals:  "But if you indeed obey his (an angel's) voice and do all that I speak, then I will be an enemy to your enemies and an adversary to your adversaries...

"You shall not bow down to their gods, nor serve them, nor do according to their works;
but you shall utterly overthrow them and completely break down their sacred pillars.
    [NOTE that God did NOT drive out those who did NOT do evil worship of idols that included babies thrown alive upon fire altars.... God directed the Israelites to REQUEST safe passage through the land, not even eating their food.]

"So you shall serve the LORD your God, and He will bless your bread and your water.
And I will take sickness away from the midst of you.
No one shall suffer miscarriage or be barren in your land;
I will fulfill the number of your days. [That is, you'll have long life.]
 "I will send My fear before you, I will cause confusion among all the people to whom you come, and will make all your enemies turn their backs to you.
And I will send hornets before you, which shall drive out   the Hivite, the Canaanite, and the Hittite from before you.”   [peoples who did that evil worship]

See Numbers 20: 14-22 (below)  where permission was refused, but the other nation was not harmed because their armies did NOT attack Israel.  In Judges 11:18-21, however, the nation attacked Israel, and God defended His people and gave them the attackers' land.  Soon after,  Israel again asked permission, In Numbers 21:21-25 in another country.  Again, safe passage was refused.  This nation also attacked Israel which was promising to not eat any food or even drink water.  And God again defended His children.

===========================================================

Judges 11:18-21.  “Then Israel sent messengers to Sihon king of the Amorites, king of Heshbon; and Israel said to him, "Please let us pass through your land into our place." But Sihon did not trust Israel to pass through his territory. So Sihon gathered all his people together, encamped in Jahaz, and fought against Israel. 'And the LORD God of Israel delivered Sihon and all his people into the hand of Israel, and they defeated them. Thus Israel gained possession of all the land of the Amorites, who inhabited that country.”

Numbers 20: 14-22
God's people  DID NOT FIGHT THOSE WHO REFUSED PASSAGE BUT DID NOT ATTACK ISRAEL:
Now Moses sent messengers from Kadesh to the king of Edom. "Thus says your brother Israel: 'You know all the hardship that has befallen us, how our fathers went down to Egypt, and we dwelt in Egypt a long time, and the Egyptians afflicted us and our fathers. When we cried out to the LORD, He heard our voice and sent the Angel and brought us up out of Egypt; now here we are in Kadesh, a city on the edge of your border.  'Please let us pass through your country. We will not pass through fields or vineyards, nor will we drink water from wells; we will go along the King's Highway; we will not turn aside to the right hand or to the left until we have passed through your territory.' "  Then Edom said to him, "You shall not pass through my land, lest I come out against you with the sword." So the children of Israel said to him, "We will go by the Highway, and if I or my livestock drink any of your water, then I will pay for it; let me only pass through on foot, nothing more."  Then he said, "You shall not pass through." So Edom came out against them with many men and with a strong hand.  Thus Edom refused to give Israel passage through his territory; so Israel turned away from him.  Now the children of Israel, the whole congregation, journeyed from Kadesh and came to Mount Hor.

NUMBERS 21: 21-25  And Israel sent messengers unto Sihon king of the Amorites, saying,  Let me pass through thy land: we will not turn into the fields, or into the vineyards; we will not drink of the waters of the well: but we will go along by the king's high way, until we be past thy borders.  And Sihon would not suffer Israel to pass through his border: but Sihon gathered all his people together, and went out against Israel into the wilderness: and he came to Jahaz, and fought against Israel. And Israel smote him with the edge of the sword, and possessed his land from Arnon unto Jabbok, even unto the children of Ammon: for the border of the children of Ammon was strong. And Israel took all these cities: and Israel dwelt in all the cities of the Amorites, in Heshbon, and in all the villages thereof. ..”
